Dear participants and guests,
On behalf of the Department of Education Central Office, I am deeply honored and delighted to welcome you to the 2019 National Planning Conference! The theme for the 4th annual Planning Conference will be, “Masusing Pagpaplano at may Malasakit na Serbisyo tungo sa Dekalidad na Edukasyon para sa Pilipino”. In the initiatives, programs, and continuous efforts of the Department of Education (DepEd) aimed at providing quality education for the Filipino people, it is equally important to recognize significant changes and advancements in the changing society. As we face the early stages of the Industrial Revolution 4.0, such rapid changes allowed the transformation in the education sector. In responding to the needs of the changing landscape of education, re-defining the essential aspects in the education sector will become important in future of education and its learners.
This year’s conference will greatly allow stakeholders from divisions and regions to get more involved with policies and programs towards providing a liberating, inclusive, and accessible quality education for the Filipinos. With such being said, let us all enjoy the three-day conference and continue to improve and contribute to the education quality for our learners.

I take immense pride in welcoming guests and participants in the 4th National Planning Conference in the Tuna Capital of the Philippines, General Santos City. For the past three National Planning Conferences, we have received a great amount of support from our participants in all regions. This year, as we celebrate the fourth planning conference, we highlight the need to uphold values and principles in thorough planning. It is of vital importance to make certain that plans, policies, and programs are sympathizing the vision, mission, and core values of the Department.
Again, I would like to thank all of the participants for this year’s conference for their involvement and contribution as foundations of this event.
/ about THE CONFERENCE
The 2019 National Conference with the theme, “Masusing Pagpaplano at may Malasakit na Serbisyo tungo sa Dekalidad na Edukasyon para sa Pilipino”, which will be held at SM Trade Hall and Greenleaf Hotel in General Santos City. One of the highlights of the conference is to adapt and respond to the changing landscape of education brought about by the unprecedented technological advancements and the fast-changing education policy environment. The conference will endeavor to achieve the following:

Understand recent policies and systems in the Department;

Prepare regional education situation and formulate regional targets;

Appreciate and understand the impacts and influence of technological advancements in shaping education for the future;

Be familiar with the recent socio-economic development and its implication to education; and
-
Be familiar with Accountability and Integrity of Public Servants.
This conference will be attended by DepEd staff involved in planning and programming, data management, and policy research in Central Office, Directors, and Regional Directors are enjoined to participate in the event.

Develops the national framework on planning, research and policy development for the Department.
Responsible for providing the Department with economical, efficient and effective services relating to strategic and operational planning, program development, policy (re)formulation and research coordination and sector monitoring and evaluation.

System Division
Ensures efficient management of information systems through standard data collection, validation, storage and processes resulting to accurate, relevant, timely and accessible basic education statistics in support of policy formulation and informed decisions.

Planning and Programming
Division
Supports and enables DepEd to produce strategic and harmonized plans through synchronized planning process and standards, that will lead to effective and efficient programming of Basic Education resources. It determines the progress of educational plans vis-à-vis actual implementation to aid DepEd management with evidence-based recommendations.

Policy Research and
Development Division
Aids evidence-based decision-making in DepEd through the oversight, promotion, and conduct of policy development, research, and sector monitoring and evaluation.

JESUS L.R. MATEO
Mr. Mateo is the current Undersecretary for Planning, Human Resource and Organizational Development, and Field Operations. He provides the overall supervision of regional and field operations; guide strategic implementation of national policies; and exercise general supervision, direction, and coordination of the operations and activities of the Planning Service and Bureau of Human Resource and Organization Development. He will present the updates on the manual of regulations for private schools as the Department is on the process of revisiting the said policy.

ANNALYN M. SEVILLA
Ms. Sevilla is the Undersecretary for Finance-Budget and Performance Monitoring and one of the alternative spokespersons of the Department of Education. She advises and assists the Secretary of Education in the formulation, implementation and monitoring of DepEd’s budget. The focused of her presentation will be the updates on linking plan to budget and the financial policy of the Department.

DIOSDADO M. SAN ANTONIO
Mr. San Antonio is the Undersecretary for Curriculum and Instruction of the Department of Education (DepEd). Prior to his appointment as undersecretary, he held the position of a Regional Director in DepEd Regional Office IV-A (CALBARAZON). He will discuss updates and programs of the Department on improvement on reading towards ensuring that our learners are equipped with adequate 21st Century Skills.

ROGER B. MASAPOL
Mr. Masapol at present is the Director IV of the Planning Service of the Department of Education. He has direct supervision to the three division of the Planning Service namely: Planning and Programming Division (PPD); Education Management Information System Division (EMISD); and Policy, Research and Development Division (PRDD). Connected to his office, he is responsible in ensuring the provision that the Department has economical, efficient and effective services relating to strategic and operational planning, program development, policy (re)formulation and research coordination and sector monitoring and evaluation. His presentation will provide insights on the initiatives of the Department to pivot from access to quality.

Philippine Institute for Development Studies
JANET S. CUENCA
Ms. Cuenca is a Supervising Research Specialist at the Philippine Institute for Development Studies (PIDS) and a PhD candidate at the Lee Kuan Yew School of Public Policy of the National University of Singapore (NUS). She has done research work relating to decentralization, health, education, social protection, child protection, government expenditure, water policy indicators, and MDGs/SDGs. She will discuss emerging topic about the Fourth Industrial Revolution and its impact in the education sector.

Philippine Career Executive Service Board
MARIA ANTHONETTE C. VELASCO-ALLONES
Atty. Allones is the Executive Director of the Philippine Career Executive Service Board in which she manages the mandatory leadership and management development program for senior career government officers of the Philippines. She has extensive professional experience in public sector strategic HR management and organizational development, having served as Assistant Secretary for Personnel of the Department of National Defense and also of the Department of Labor and Employment. She will talk on Self Mastery and Leadership Foundation which are relevant for public servants and education managers.
Ms. Felipe, is the Education Specialist of UNICEF, Philippines Country Office. She is a strong advocate for the rights of children and youth to learning, skills development and participation in society. Her greatest assets include experiences and contributions to Philippines education development work having worked with DepEd for many years, rising up from the ranks - from researcher, supervising education specialist, chief of project development and evaluation, chief procurement officer, Executive Director of the Educational Development Projects Implementing Task Force, Director of Planning Service and Assistant Secretary for Planning and Development. She will provide updates on the on-going finalization of the Basic Education Master Plan 2030 of the Department of Education in partnership with UNCIEF Philippines.
